核电项目工程建设监督检测费研究

摘　　要：基于核电项目工程建设监督检测费标准在执行中存在偏差的问题,通过总结核电、火电和水电相关费用标准及规定,从中提取与核电项目相关的费用科目,依托已完核电项目工程实际,明确费用科目及具体内容;同时,通过梳理已建、在建核电项目费用计列趋势,结合各项费用科目需开展监督检测工作的国家要求、地方标准规范以及行业标准规范,明确核电项目工程建设监督检测费的计费方法。最终提出核电项目工程建设监督检测费涵盖的4项费用科目,并明确了各项费用科目的计费方法,形成一套适用于核电项目工程建设监督检测费的编制方法。Based on the fact that there is a deviation in the implementation of the project construction supervision and testing fee standard of the nuclear power project,by summarizing the cost standards and regulations of the nuclear power,the thermal power and the water and electricity industry,the items related to the nuclear power project are extracted from them.Based on the engineering reality of completed nuclear power projects,the cost items and specific contents are made clear.At the same time,by sorting out the cost calculation trend of nuclear power projects that have been built and are under construction,and combining the national requirements,local standards and specifications,as well as industrial standards and specifications for the supervision and testing of various cost items,the charging method of supervision and testing fees for nuclear power project construction is clarified.Eventually,4 items are suggested as the contents of the project construction supervision and testing fee,and the billing methods are clarified,which forms a set of preparation method suitable for the project construction supervision and testing fee of the nuclear power project.
