综合管廊PPP项目融资关键风险因素识别方法研究

摘　　要：为探究综合管廊PPP项目融资的关键风险因素,提出一种基于对应分析相结合的关键风险因素识别方法。总结影响综合管廊PPP项目融资风险大小的19个因素,通过专家调查法建立专家样本与风险因素列联表,再运用改进对应分析模型对综合管廊PPP项目的融资关键风险因素进行识别。结果表明,城市地下综合管廊PPP模式融资关键风险因素有:工期延误、组织协调问题、项目公司经营管理不当、运营单位运营能力不足、项目收益不稳定、利率汇率风险和政府官员腐败干预。In order to explore the key risk factors in the financing of the comprehensive pipeline corridor PPP project,a method for identifying the key risk factors based on correspondence analysis is proposed.Summarize the 19 factors that affect the financing risk of the comprehensive pipeline corridor PPP project,establish a contingency table of expert samples and risk factors through expert survey,and then use the improved correspondence analysis model to identify the key financing risk factors of the comprehensive pipeline corridor PPP project.The results show that the key risk factors of PPP mode financing for urban underground comprehensive pipeline corridor are:construction period delay,organization and coordination problems,improper operation and management of the project company,insufficient operation capacity of the operation unit,unstable project income,interest rate and exchange rate risk,and corrupt intervention of government officials.
