出口信用保险对省域外贸出口的促进作用——基于福建省截面数据的实证分析

摘　　要：为了量化分析出口信用保险对福建省外贸出口规模的促进作用,选择2003—2021年作为时间序列范围,截面数据选取福建信保辖区内的8个地市(不含厦门市)的承保保额及各地市的出口数据进行实证分析.实证结果发现:出口信用保险承保规模与福建省外贸出口增长之间存在正相关均衡关系;外贸规模较大的地市,出口信用保险的自发基础拉动作用越明显;出口信用保险对出口贸易增长带来了持续撬动作用,并且对于贸易发展落后地市的出口持续撬动作用要显著于贸易发达地市.基于以上研究结论,提出了用好用足出口信用保险促进福建外贸出口增长对策建议.In order to quantitatively analyze the promoting effect of export credit insurance on the export scale of Fujian Province,this paper chooses the period from 2003 to 2021 as the time series range,the cross-sectional data from the amount of 8 cities insurance coverage within the jurisdiction of Fujian Province credit insurance(excluding Xiamen City)and the export data of various cities for empirical analysis.The empirical results show that:1.There is a positive correlation equilibrium between the underwriting scale of export credit insurance and the export growth of Fujian Province.2.For the cities with large foreign trade scale,the spontaneous basic driving effect of export credit insurance is more obvious;3.Export credit insurance has a continuous lever effect on the growth of export trade,and the continuous lever effect on the export of the cities with backward trade development is significantly greater than that of the cities with developed trade.Based on the above research conclusions,the paper proposes the countermeasures and suggestions to promote the export growth of Fujian s foreign trade by making best use of export credit insurance.
