保险参与特种设备安全治理机制研究

摘　　要：随着电梯安全责任保险的试点和推广,特种设备安全责任保险成为了特种设备安全治理的重要举措,基于特种设备安全治理的特点,设计保险参与下特种设备安全治理模式,运用演化博弈论的方法,构建了政府部门、保险机构、特种设备相关单位三方演化博弈模型,并进行数值仿真,结果表明:引入保险机构可有效促使特种设备使用单位选择安全运营,且保费与设备风险的动态联动是保险机构起作用的关键,短期内保险机构和政府部门的联动是促进特种设备使用单位重视安全、提高安全水平的关键。With the pilot and promotion of elevator safety liability insurance,special equipment safety liability insurance has become an important measure of special equipment safety governance. Based on the characteristics of special equipment safety governance,a special equipment safety governance model with insurance participation is designed.Using evolutionary game theory,a tripartite evolutionary game model of government departments,insurance institutions and special equipment related units is constructed,and numerical simulation is carried out.The results show that the introduction of insurance institutions can effectively encourage the applicable units of special equipment to choose safe operation. It is the key to the insurance agency is the dynamic linkage between premium and equipment risk. In addition,the linkage between insurance institutions and government departments in the short term is the key to promoting the safety of special equipment users and improving safety level.
