摘　　要：培育发展高新技术企业,必须牢牢抓住企业自主创新能力这一核心,通过科技型中小微企业培育发展计划,塑造和扩大高新技术企业的根基。强化创新政策在企业落地,推动创新资源向企业集聚,深入企业开展科技服务,关注企业技术研发机构建设情况,使企业真正成为创新主体。加强孵化载体建设,引进和培育更多的科技型中小微企业,扩大高新技术企业增量的源头。提前引导有培育价值的企业,按照认定标准,定向加强研发投入、专利申请等措施,为产业强市提供科技硬核支撑。To cultivate and develop high-tech enterprises,we must firmly grasp the core of enterprise independent innovation capability,and shape and expand the roots of high-tech enterprises through the cultivation and development plan of science and technology-based small and medium-sized enterprises.We should strengthen innovation policies in enterprises,promote the concentration of innovation resources to enterprises,carry out science and technology services in depth,pay attention to the construction of enterprise technology R&D institutions,and make enterprises truly become the main body of innovation.We should strengthen the construction of incubation carriers,introduce and cultivate more science and technology-based small,medium and micro enterprises,and expand the source of incremental high-tech enterprises.We should guide enterprises with cultivation value in advance,according to the recognition criteria,be directed to strengthen the investment in R&D,patent applications and other measures to provide scientific and technological hard-core support for industrial strengthening of the city.
