促进在沪跨国公司总部能级提升的思路与对策

摘　　要：上海需要创新思路,依托自身优势,形成以吸引标志性项目、显示度高的功能性机构、全球供应链总部、价值链高端服务业总部为特色的发展思路;顺应全球数字经济发展新趋势,注重引入和培育新型数字经济总部企业;由过去重视吸引外资、国企总部调整为促进总部经济提质增效,同时注重吸引和培育境内民营中小龙头企业、隐形冠军企业、独角兽企业,培育本土龙头企业,并积极推动本土企业“走出去”。Shanghai needs to innovate its thinking,relying on its own advantages,to form a development idea featuring the attraction of iconic projects,highly visible functional institutions,global supply chain headquarters,high-end service industry headquarters in the value chain;respond to the new trend of global digital economy development,focus on the introduction and cultivation of new digital economy headquarters enterprises;adjust from the past emphasis on attracting foreign capital,state-owned enterprises headquarters to promote the quality and efficiency of the headquarters economy,while focusing on attracting and cultivating domestic private small and medium-sized leading enterprises,invisible champion enterprises,unicorn enterprises,cultivate local leading enterprises,and actively promote local enterprises to“go global”.
