摘　　要：引导社会力量参与上海新城建设,应着重把握好“积极参与”和“规范实施”。前者要求明确路径、聚焦抓手,通过发挥政府引导作用、创造优质环境、提供政策保障、创新投融资模式等激励社会力量积极参与,分类引导参与主体,明确参与重点领域。后者要求构建长效运行机制,包括建立有力的协同推进机制、健全科学决策机制、形成试点项目筛选机制、完善项目监管机制、引入合理的绩效评价机制等。To guide the social force to participate in the construction of new cities in Shanghai,we should focus on the“active participation”and“standardized implementation”of the two aspects.The former requires a clear path and focused grasp.By playing a leading role of the government,creating a high-quality environment,providing policy protection,innovating investment and financing model,etc.to stimulate the active participation of social forces,to guide the participating subjects in a categorical manner,and to clarify the key areas of participation.The latter requires the construction of a long-term operational mechanism,including the establishment of a strong collaborative promotion mechanism,sound scientific decision-making mechanism,formation of pilot project screening mechanism,improvement of the project supervision mechanism,introduction of a reasonable performance evaluation mechanism and etc.
