中国康养旅游政策演化态势及效果评估

摘　　要：在“健康中国”战略背景下,为探究康养旅游发展的政策导向,借助质性分析软件NVivo,从2013—2020年39份国务院及相关部门发布的康养旅游政策的量化分析入手,以崭新的视角剖析产业政策初步探索阶段(2013—2015年)、逐步成长阶段(2016—2020年)的演化态势,并对政策实施的效应力度进行评估。结果表明:①康养旅游以意见类政策为主,国务院是政策制定的主体,政策制定有待加强部门合作与提供法律保障;②2016年是康养旅游产业政策发展至关重要的一年,是推动康养旅游走向规范化发展的重要节点,发文量和政策力度均最高;③第一、二阶段政策制定过程中,规范化监督管理一直是战略的焦点。结合上述研究,未来各级政府应加大力度细化康养旅游政策目标的量化标准与措施执行的实施细则。This paper conducted a quantitative study based on 39 health tourism policy texts from 2013 to 2020 issued by the State Council and relevant departments,by using qualitative analysis software NVivo.The background of the study was“Healthy China”Initiative,and the purpose of the study was to explore the policy orientation of health and wellness tourism.From a new perspective,this paper analyzed the evolution trend and policy intensity of industrial policy in the initial exploration stage(2013-2015)and the gradual growth stage(2016-2020).The results showed that:①Health and wellness tourism was dominated by opinion policies,which was mainly made by the State Council and needed to strengthen departmental cooperation and provided legal guarantee.②It was a crucial year for the policy development of the health and wellness tourism industry in 2016.In addition,that year represented a milestone to promote the standardized development of health and wellness tourism,with the highest number of publications and policy intensity.③Standardized supervision and management had always been the core of strategy during the formulation of health and wellness tourism policy in both the first and the second stages.On the above,governments at all levels should intensify efforts to refine the quantitative standards of health tourism policy objectives and the implementation rules of measures in the future.
