摘  要:信息技术不仅改变了人类的生产和生活方式,也带来政府治理模式等深层次变革。文章从信息技术推动政府数字化与整体性发展出发,探究跨部门一体化协同治理的构建。通过文献分析构建了基于“技术-制度-组织”的三维分析框架,以G市一体化科技治超的实践作为分析对象,对技术嵌入组织协同治理的过程进行归纳分析。研究发现,技术协同为跨部门一体化科技治超提供了平台,制度与组织则提供保障条件,要解决科层制组织结构带来的问题,需更新治理理念,加强顶层设计,优化协同治理机制,为技术嵌入的跨部门协同超载治理创造良好的运行环境。Information technology has not only changed the way of human production and life,but also brought about profound changes in the mode of government governance.Starting from the digitization and integrated development of government promoted by information technology,the article explores the construction of cross-departmental integration and collaborative governance.Through literature analysis,a three-dimensional analysis framework based on“technologysystem-organization”is constructed,taking the practice of integrated science and technology overload governance in G city as the analysis object,the process of collaborative governance of technology-embedded organizations is summarized and analyzed.It is found that technology collaboration provides a platform for the cross-departmental integration of science and technology governance,while system and organization provide a guarantee condition,to solve the problems caused by bureaucratic organizational structure,it is necessary to update the governance concept,strengthen top-level design,optimize the collaborative governance mechanism,so as to create a good operating environment for cross-departmental collaborative overload governance with technology embedded.
