环境群体性事件的衰变及其治理模式变革:从“粗放式摆平”到“精细化治理”

摘　　要：环境群体性事件是转型期环境利益矛盾激化的综合反映,也是基层治理面临的关键问题。在环境群体性事件的处置上,地方政府长期运用的是“粗放式摆平”行为模式,主要样态包括权宜之计、刚性维稳、工具单一、政府包揽等维度。党的十八大之后,在党中央“推进社会治理精细化”总目标指引下,我国环境群体性事件由此迈向了精细化治理的变革之路。较之于“粗放式摆平”,“精细化治理”具有关口前移、制度建设、公平正义、柔性治理、社会协同等特点。从“粗糙式摆平”迈向“精细化治理”,是多重社会因素复合作用的结果,包括事件风险性与不确定性的倒逼、政府应急处置能力的提升、学习与培训机制的跟进以及社会认知的深化等。Environmental mass incidents are a comprehensive reflection of intensified conflicts between environmental interests in the transitional period,and also a key problem facing grass-root governance. Environmental mass incidents require a timely response and proper resolution by government departments,which will inevitably lead to the decay of environmental mass events. In the disposal of environmental mass incidents,local governments have long been employing the "brutal enforcement" strategy,the main dimensions including expedient measure,rigid stability maintenance,simplistic means,government responsibility and other dimensions. After the 18th National Congress of the CPC, under the guidance of the general goal of "promoting the refinement of social governance",China’s environmental mass incidents have thus stepped towards the road of transformation to fine governance. Compared with "brutal enforcement", "fine governance" has the characteristics of source prevention and control,system construction,fairness and justice,flexible governance,and social coordination. The transition from "brutal enforcement" to "fine governance" is the result of the comprehensive effect of multiple social factors,including the complexity of problems,the improvement of governance skills,the follow-up of learning and training,and the deepening of social cognition.
