美日印澳四边机制下的印日互动:发展及其影响

摘　　要：美日印澳四边机制在促进印日关系发展中扮演了极其重要的角色。在美日印澳四边的塑造过程中,印日均将实现美日印澳的机制化合作当作了重要目标。日本最为执着,从最初就试图将美日印澳打造为海洋联盟,到所谓的“菱形同盟”,再至自由、开放、繁荣的印太,日本对美日印澳机制寄予厚望。相较而言,印度显得比较委婉,在美日印澳四边机制正面推进中犹抱琵琶半遮面,但却推动马拉巴尔联合军演与美日印澳四边机制实现耦合,这体现了其追逐美日印澳四边机制化合作的良苦用心。共同的战略诉求、共同的安全焦虑、共同的发展内需促成了印日在美日印澳机制合作框架下的“殊途同归”,也促使印日互动在美日印澳四边机制的共同构建中迈向了所谓的“新高度”。美日印澳四边机制下的印日互动会对中国产生一系列负面影响,应予高度警惕。The quadrilateral mechanism of the United States,Japan,India and Australia has played an extremely important role in promoting the development of Indo-Japanese relations.In the process of shaping the four sides of the United States,Japan,India and Australia,both India and Japan regard the realization of institutional cooperation between the United States,Japan,India and Australia as an important goal.Japan is the most persistent.From the very beginning,Japan has tried to build the United States,Japan,India and Australia into a maritime alliance,and then to the so-called“diamond alliance”,and then to the free,open and prosperous Indo-Pacific.Japan places high hopes on the U.S.-Japan-India-Australia mechanism.In comparison,India appears to be more euphemistic,in the U.S.-Japan-India-Australia quadrilateral mechanism in the positive promotion of the lute half cover,but promote the coupling of the Malabar joint military exercise with the quadrilateral mechanism of the United States,Japan,India and Australia,which reflects its painstaking efforts to pursue the institutional cooperation of the United States,Japan,India and Australia.Common strategic demands,common security anxiety,and common development of domestic demand have contributed to the“same goal”of India and Japan under the framework of cooperation between the United States,Japan,India and Australia.It also promotes the interaction between India and Japan to stride to the so-called“new height”in the joint construction of the quadrilateral mechanism of the United States,Japan and India.The interaction between India and Japan under the quadrilateral mechanism of the United States,Japan,India and Australia will have a series of negative effects on China,which should be highly vigilant.
