摘　　要：为强化滦河超标准洪水防御工作、提升防御洪水能力,根据现有的滦河下游防洪工程体系和防洪保护区具体情况,提出滦河下游地区防御超标准洪水的对策,最大程度地减轻滦河超标洪水带来的损失,保障人民生命财产安全和社会经济的持续稳定发展。In order to strengthen the prevention of over-standard flood in Luanhe River,and enhance the capacity of flood defense,based on the existing flood control engineering system and the specific situation of the flood control protection area in the lower reaches of Luanhe River,this paper proposes countermeasures to defend the lower reaches of Luanhe River against over-standard flood so as to minimize the losses caused by over-standard floods in Luanhe River and ensure the safety of people’s lives and properties and the sustainable and stable development of social economy.
