人类命运共同体:破解全球公共物品供给难题的中国智慧

摘　　要：全球公共物品即受益超出一国范围的公共物品。全球公共物品供给过程中的诸多难题,大都可以归结为主权国家间的不合作问题。针对这一难题,西方学界提供了两种药方:基于现实主义考虑的霸权稳定体系与基于规范主义视角的新自由制度主义。但是,从实践结果来看,这两种药方非但没有解决全球公共物品供给中的合作难题,反而制造了新的不公正现象。究其原因,两种药方在理论逻辑与先验假设上都存在致命缺陷,这些缺陷使得两种方案分别具有霸权主义的底色与乌托邦的属性。若要破解这一难题,必须确立新的全球治理理念。人类命运共同体思想为破解全球公共物品供给难题提供了中国智慧与中国方案。它立足“人类社会”的哲学立场,秉持正确的义利观,以多元合作的治理机制实现和平、发展、公平、正义、民主、自由的全人类共同价值。因此,只有推动构建人类命运共同体,才能从根本上解决全球公共物品的供给难题。A good is globally public when it benefits more than one country,and most supply problems can be regarded as non-cooperation troubles.In terms of the problem,there are two remedies from west scholarships,that is,Hegemonic Stability Theory and Neoliberal Institutionalism.But practice shows that these two remedies not only cut no ice with the supply problems,but also lead to more social injustice,because both remedies have critical defects on their logics and premises,which makes two remedies with character of Hegemony and Utopia respectively.In order to solve the supply problems,the new concept of global governance must be set up.Thought of a Community with a Shared Future for Mankind provides Chinese wisdom to solve the supply problems for global public goods.A Community with a Shared Future for Mankind is established on the philosophy of human essence,upholding the greater good and pursuing shared interests,so as to realize the human common values as peace,development,fairness,democracy and freedom with pluralistic and cooperative governance mechanisms.Therefore,only by building a Community with a Shared Future for Mankind can the problem of global public goods supply be solved fundamentally.
