上海廉租家庭福利依赖行为研究——基于年龄和收入差异的比较分析

摘　　要：以上海市住房保障中心2004—2019年廉租租金发放记录作为数据来源,运用生命表分析法对上海廉租家庭福利依赖行为进行研究。研究发现,上海廉租家庭特别是青年家庭的福利依赖程度较低,但高收入家庭福利依赖现象表现较为明显,基于probit模型的回归结果与此一致,较高收入家庭中人均收入与资助退出率的负相关程度最高,而青年家庭则最低。此外,户主和家庭特征以及政策因素等均对家庭的退出行为产生影响,其中户主年龄和宽松政策对退出率的影响为负,户主受教育程度、婚姻状态、家庭成员数量以及住房自有率的影响为正,特别是户主受教育程度对青年家庭退出率的正向作用尤为明显。考虑到青年家庭和较高收入家庭在接受廉租资助后的不同表现,并从激发青年家庭就业潜力和降低较高收入家庭福利依赖动机两个方面提出了对策建议。According to the life table analysis,the welfare dependence of low-rent families in Shanghai,especially young families,is low,but the welfare dependence of higher income families is more obvious.Regression results based on probit model are consistent with this.The negative correlation between per capita income and exit rate is the highest in higher income families,and the lowest in young families.In addition,the characteristics of the household head and family,as well as policy factors,have an impact on exit behavior.The age of the head of the household and the loose policy have a negative impact on the exit rate,while the education level,married status,number of family members and housing ownership have a positive impact on the exit rate.Among them,the education level of the head of the household has a positive effect on the exit rate,especially in the young families.Considering the different performance of young and higher income families after receiving low-rent subsidy,this paper puts forward countermeasures and suggestions from the view of stimulating the employment potential of young families and reducing the motivation of welfare dependence of higher income families.
