论“特权阶层”滋生的经济土壤及其根治——从恩格斯的警示到跳出历史周期率的创举

摘　　要：国家政权中滋生特权阶层并成为政权垮台的祸根之一,是无产阶级政权以前的一条政治经济规律。恩格斯从一般规律出发对新型政权提出防止“由社会公仆变为社会主人”的警示,对此论述,应当从历史更替中深化认识。人民政权中有无再滋生特权阶层的经济土壤,苏联变质崩溃的历史经验值得认真研究。中国共产党百年奋斗史提出和实施跳出历史周期率的两个伟大创举,是根治特权阶层滋生经济土壤的关键出路,已为实践所证实。以习近平新时代中国特色社会主义思想为指导,中国特色社会主义政治经济学应当从社会主义发展的整体出发,研究新型政权中滋生特权阶层的经济政治条件、表现特点和“两个必然”,从理论上论证和提出进一步保证中国特色社会主义长治久安的根本方略。Privileged stratum bred in state power was one of the root cause for eroding state power,which used to be a political economic rule for proletarian power.Engels warned the new regime to prevent from public servants becoming masters of society.We should constantly deepen our understanding from historical transformation.Is there any economic ground for breeding any privileged stratum in the people’s government?We should deepen our understanding of the historical experience of the demise of the Soviet Union.The two great pioneering undertakings of proposing and jumping out of the history’s cycle of the rise and fall led by Chinese Communist Party over the past century is key solution to priviledge stratum bred in state power.Guided by Xi Jinping’s thought of socialism with Chinese characteristics in the new era,Chinese political economics should take socialist development as a whole,and focus on analyzing the political and economic conditions,features of privileged stratum in the new regime,and the“two inevitables”,and further put forward fundamental policies for lasting stability of Chinese characteristic socialism.
