摘　　要：建交30年来,中韩环境合作经历了三个阶段的发展历程,不断向纵深发展。当前,这一领域的合作已取得了许多实质性进展,但也面临诸多现实挑战:两国同时参与的多边环境合作机制效能有限,无法有效规制成员的行为;民间力量参与不足,难以对官方机制形成补充;中韩关系的波动和域外大国的干扰,对环境合作产生了消极影响;部分韩国媒体放大负面舆论,削弱了两国环境合作的民意基础。为应对这些挑战,中韩两国需综合施策,在推动双边合作稳定发展的同时,提升多边环境合作机制的实际效能、推进环境合作主体多元化、夯实环境合作的民意基础、拓展环境合作的具体领域。The 30-year diplomatic ties between China and ROK have witnessed the continuously deepening of their environmental cooperation, which has gone through three stages of development. At present, plenty of substantial progress has been achieved in environmental cooperation between China and ROK, while there still remain many practical challenges: the multilateral environmental cooperation mechanism in which both countries participate is limited and cannot effectively regulate the behavior of member countries;the lack of participation of non-governmental forces makes it difficult to supplement the official mechanism;the fluctuation of China-ROK relations and the interference of great powers outside the region exert a negative impact on the environmental cooperation;and some ROK’s media have expanded the negative opinions, weakening the public support for bilateral environmental cooperation. To cope with these challenges, some comprehensive measures need to be taken by China and ROK, which mainly cover promoting the steady development of bilateral cooperation, enhancing the actual effectiveness of multilateral environmental cooperation mechanism, promoting the diversification of environmental cooperation subjects, consolidating the public support for environmental cooperation, and expanding specific areas of environmental cooperation.
