承德市典型责任主体灭失矿山迹地地质环境治理方案与对策

摘　　要：承德市是河北省矿业大市,由于历史上的无序开采或盗采,形成了数量较多的以石灰岩矿、铁矿、白云岩矿、花岗岩矿为主的责任主体灭失矿山迹地,严重破坏了矿区及其周边的生态环境,阻碍了美丽河北的实现进程。基于此,在对承德市8县3区59处典型责任主体灭失矿山迹地地质环境调查分析的基础上,根据各区县责任主体灭失矿山迹地类型、破坏规模、气候特点等影响因素,选取典型的石灰岩矿、铁矿、白云岩矿等矿山迹地进行矿山地质环境治理方案设计,为市区内其他矿山迹地地质环境治理方案设计提供参考。为实现承德地区绿色矿山建设的目标,指出了该地区责任主体灭失矿山迹地地质环境治理存在的问题,依据承德市责任主体灭失矿山迹地综合治理存在的问题,提出强化责任、加强组织领导,科学引导、强化顶层设计,持续推进、抓好专项治理和综合施策、破解治理难题等责任主体灭失矿山迹地地质环境治理对策。Chengde city is a major mining city in Hebei province.Due to historically disorderly mining or illegal mining,a large number of mine sites that have lost the subject of responsibility,dominated by iron ore,limestone ore,and dolomite ore,have formed.This has so severely destroyed the mining district as well as the surrounding ecological environment that hinders the realization of beautiful Hebei.Therefore,a geological environment survey and analysis of 59 typical mines that have lost the subject of responsibility in 8 counties and 3 districts in Chengde city were conducted.According to the influencing factors such as the type,scale of damage,and climatic characteristics of the mines that were lost by the responsible subjects in each county,a representative mine site in each county was selected for the design of the mine geological environment governance plan.The geological environment governance of other sites in the county could refer to the scheme design provided.To achieve the goal that building green mines in Chengde city,the ecological environment governance problems of mine sites,lost the subject of responsibility in this region,were pointed out.According to the comprehensive governance plan for the destruction of mine sites lost the responsible subject in Chengde city,we proposed to strengthen responsibilities,strengthen organizational leadership,scientific guidance,and strengthen top-level design,and continue to promote and do a good job in special governance and comprehensive implementation of policies,meanwhile,solve governance problems and other responsible entities to eliminate the geological environment governance countermeasures of the mine sites.
