政府干预、行业国有化程度与产能过剩——基于我国工业行业数据的微观考察

摘　　要：我国产能过剩往往伴随行业国有化程度较高的特征,通过建立国有企业与民营企业生产决策模型,分析行业国有化程度与产能过剩之间的内在逻辑。研究发现,虽然我国当前的产能过剩主要是国有企业的产能过剩,但政府干预带来的国有企业额外投资补贴才是产能过剩的深层次诱因;进一步运用协整法对36个工业行业产能利用率测算,结果表明,产能过剩严重的行业不仅集中在国有化程度较高的重工业领域,也存在于部分国有化不高的行业。面对我国新一轮产能过剩周期性和体制性双重特征,应处理好政府与市场的关系,取消盲目的投资补贴,还市场主体平等地位。The previous research literature shows that the overcapacity of the state-owned enterprises is mainly the excess of overcapacity in China,but the state-owned property rights are not sufficient and necessary conditions for overcapacity.By establishing a game model of production decision-making between state-owned enterprises and private enterprises,the paper finds that the additional investment subsidy enjoyed by state-owned enterprises is the deep-seated inducement of overcapacity.Using the Counteraction method to calculate the capacity utilization ratio of 36 industries,it shows that most of the industries with excess capacity are concentrated in heavy industry,and often accompanied by the characteristics of high state-level.The new round of overcapacity has the dual characteristics of periodicity and system,and under the influence of the state-owned enterprisesf system overcapacity,the excess cycle of capacity is prolonged and gradually deepened.
