东北老工业基地承接产业空间转移研究——基于区位引力的实证

摘　　要：通过承接产业空间转移,东北老工业基地可以促进区域产业结构调整和要素升级,形成新的主导产业集群,转换新的发展动力,对于促进全面振兴发展具有重要意义。“十四五”开局以来,东北老工业基地的经济运行处于筑底趋稳过程中,增长的有利因素不断积累,发展的内生动力不断增强,为承接产业转移提供了良好的发展环境。总体来看,东北老工业基地承接产业空间转移的感应度系数较弱、经济贡献度不高,尚处于波动中下降的周期阶段、对经济增长支撑严重不足的状态。基于“区位引力”较弱的视阈,当前东北老工业基地在承接产业转移过程中,仍存在规模效应不大、集聚效应不强、市场效应较弱等有待破解的制约瓶颈,需要构建具有现实性、针对性、操作性的实施路径,主要包括构建承接产业转移的合作模式,改善承接产业转移的区位环境,优化承接产业转移的空间布局,建设承接产业转移的园区载体,强化承接产业转移的保障机制等。Over the past 40 years of reform and opening up,the proportion of the total economic output of the northeast old industrial base in the country has been declining,showing obvious recession characteristics in the medium and long-term time dimension.By undertaking the industrial spatial transfer,the northeast old industrial base can promote the adjustment of regional industrial structure and the upgrading of factors,form new leading industrial clusters,and transform new development momentum,which is of great significance to promote the all-round revitalization and development.Since the beginning of the 14th five year plan,the economic operation of the old industrial base in Northeast China has been in the process of bottoming out and stabilizing,the favorable factors for growth have been accumulating,and the endogenous driving force for development has been increasing,providing a good development environment for undertaking industrial transfer.On the whole,the old industrial base in Northeast China has a weak sensitivity coefficient to undertake industrial spatial transfer,and its economic contribution is not high.It is still in a cyclical stage of declining fluctuations and seriously insufficient support far economic growth.Based on the analysis of the weak visual threshold of"location attraction,in the process of undertaking industrial transfer,the current northeast old industrial base still has constraints that need to be solved,such as small scale effect,weak agglomeration effect,weak market effect and 90 on.It is necessary to build a realistic,targeted and operational implementation path,mainly including:building a cooperation mode to undertake industrial transfer,improving the location environment to undertake industrial transfer,Optimize the spatial layout of undertaking industrial transfer,build the park carrier of undertaking industrial transfer,and strengthen the guarantee mechanism of undertaking industrial transfer.The northeast old industrial base needs to build a compr.
