摘　　要：基层政权应急管理是政府应急管理工作的基石,事关国家应急管理体系和能力现代化。新中国成立以来,我国高度重视应急管理工作,应急管理体系不断完善,应急管理能力不断提高。随着国家治理体系和能力现代化进程的不断加快,基层应急管理改革稳步推进,取得了一系列新成果、新经验,也面临一些新问题、新挑战。为此,应当重视管理体制改革,完善组织架构;优化管理机制,提高管理效能;加大投入力度,厚实保障基础;推动重心下移,强化宣教演练,打造符合基层实际和地方特色的现代化应急管理体系,系统有效地提高基层应急管理水平。Emergency management of grass-roots political power is the cornerstone of the government’s emergency management work,which is related to the modernization of the national emergency management system and capacity.Since the founding of New China,China has attached great attention to emergency management,and the emergency management system and capacity have been continuously improved.With the accelerated modernization of China’s governance system and capacity,the reform of emergency management at the community level has made steady progress,with a series of new achievements and experiences,as well as some new problems and challenges.Therefore,we should pay attention to the management system reform,improve the organizational structure,optimize the management mechanism,improve the management efficiency,increase the investment,lay a solid foundation for security;We will move the focus of emergency management to a lower level,strengthen education and training exercises,build a modern emergency management system suited to local realities and local characteristics,and systematically and effectively improve the level of emergency management at the grass-roots level.
