摘　　要：结合城市消防规划特征,从评估目的、方法、框架、技术路线等方面进行分析,以规划指标、主要任务、重点工程等为基础,采用层次分析法构建城市消防规划实施评估体系模型。并通过案例分析,对评估体系指标进行优化,采用德尔菲法确定指标相对权重,模糊集值统计法给出得分。评估结果较优化前的体系更真实反映了消防规划的实施成效,找准了规划实施的薄弱环节,并针对薄弱环节提出工作建议。该评估模型结合了城市社会公共安全与消防救援事业发展新需求,将旅游消防应急体系建设、“智慧消防”建设、专业消防救援力量建设纳入评价体系,有效地优化了体系指标。研究工作对城市消防规划实施评估的综合化、科学化、系统化、重点化、定量化研究都有一定的参考意义。Combined with the characteristics of urban fire planning,the paper analyzes the evaluation purpose,method,framework,technical route and other aspects.Based on the planning indicators,main tasks and key projects,the analytic hierarchy process(AHP)is used to construct the implementation evaluation system model of urban fire planning.Through case analysis,the index of evaluation system is optimized,the relative weight of the index is determined by the Delphi method,and the score is given by the fuzzy set-valued statistics method.Compared with the system before optimization,the evaluation results more truly reflect the implementation effect of fire control planning,identify the weak links in the implementation of planning,and put forward work suggestions for the weak links.The evaluation model combines the new needs of urban social public safety and the development of fire and rescue,and incorporates the construction of tourism fire emergency system,"intelligent fire"construction and professional fire and rescue force construction into the evaluation system,which effectively optimizes the system indicators.The research has certain reference significance for the comprehensive,scientific,systematic,focused and quantitative research of the implementation and evaluation of urban fire planning.
