我国运动员体育保险的发展脉络、现行问题与优化策略

摘　　要：第十三届全国人民代表大会常务委员会第三十五次会议于2022年6月24日表决通过了新修订的《中华人民共和国体育法》,其中首次提到体育保险概念,这凸显了我国体育保险的重要意义。由于我国体育保险的发展时间较短,难免在发展过程中出现一些问题。对此,本文运用文献资料、历史分析等方法梳理我国体育保险的发展历程,与体育发达国家进行比较分析。研究发现:我国体育保险在宏观层面上存在法治化不全面、保险意识观念缺乏等问题,在微观层面存在体育保险人才缺失、体育保险数据不足等问题。优化建议:促进体育保险的法治建设;增强运动员保险意识;加强人才梯队建设,构建多元化人才格局;加强保险行业与体育行业的数据共通。In June 2022,the newly revised Sports Law was voted through at the 35th meeting of the Standing Committee of the 13th National People's Congress,in which the concept of sports insurance was first mentioned,thus elevating the importance of sports insurance to a national level.Due to a short period of time of the development of sports insurance in China,challenges have been revealed.This paper uses literature review and historical analysis to sort out the development of sports insurance in China and conducts a comparative study with sports powers.The following problems are exposed in sports insurance in China:incomplete rule of law and lack of insurance awareness and concepts at the macro level;a shortage of professionals and inadequate data in this domain at the micro level,.The study proposes optimization strategies:promoting the rule of law in sports insurance;enhancing athletes'awareness of insurance;strengthening diversified talent echelon building;and strengthening data sharing between the insurance industry and the sports industry.
