创新驱动发展中科技金融风险分担模式分析——基于泰州和典型区域的比较

摘　　要：本文在对国家创新示范区新型风险分担模式进行深入分析后,针对泰州市创新驱动发展中科技金融风险分担方式提出了相关政策建议:在投贷联动方面,可以单独制定奖补一体的投贷联动支持政策,推动投贷联动政策向孵化和初创期科创型企业倾斜,并推动投贷战略联盟的形成;在政银担层面,要完善本市融资担保体系,专项重点支持成长型中小微科技型企业,为其设立单独的担保基金,市级担保机构应尝试向股权市场拓展延伸。After an in-depth analysis of the new risk sharing model in national independent innovation demonstration zone,this paper puts forward relevant policy suggestions for the risk sharing mode of science and technology finance in the innovation-driven development of Taizhou City.In terms of investment-loan linkage,it's possible to separately formulate a support policy integrating rewards and subsidies;promote policy to favor small and micro-tech enterprises in the incubation and start-up stages,and promote the formation of investment-loan strategic alliances.At the level of government-bank-guarantee cooperation,it is necessary to improve the city's financing guarantee system;special projects focus on supporting growing small,medium,and micro technology enterprises,and establish separate guarantee funds for them;municipal guarantee institutions should try to expand and extend to the equity market.
