摘 要:[研究目的]建立信任措施作为源自军控领域的重要概念,在网络安全规则建构中深化这一理念的应用能够完善全球网络安全规则建设,促进全球网络安全治理体系的成熟。[研究方法]采用内容分析法和比较分析法,选取全球及区域国际组织中的具体案例,归纳出网络安全规则制定中建立信任措施所取得的进展,比较建立信任措施在不同治理机制中的差异化作用。[研究结论]信任措施是网络安全规则制定中不容忽视的理念工具。深化信任措施在各类全球性与区域性治理机制中的应用,有利于弥合网络治理理念与模式分歧,助力各方进一步发挥优势,促进多层次治理机制的多维度融合,推动网络大国形成良性的竞争合作态势。[Research purpose] Confidence-building measures(CBMs) originated from arms control, highlighting the application of CBMs in cybersecurity rules-making can promote the development of cybersecurity rules’ formulation and improve the effectiveness of global cybersecurity governance. [Research method] This paper mainly adopts content analysis and comparative analysis methods, analyzing different global and regional international organizations, summarizing and sorting out the progress in promoting the application of CBMs in the formulation of cybersecurity rules and comparing CBMs’ application in various regimes of cybersecurity rules governance. [Research conclusion] CBMs are an essential conceptual tool in cybersecurity rules-making and have been deeply used in different types of global and regional regimes. The CBMs’ application will link different concepts and models of cyberspace governance, promote all stakeholders to develop their advantages fully, enforce the integration of multi-level governance mechanisms, and form positive competition and cooperation among cyber powers.
