摘 要:一个通过多元参与、充分协商的方式来解决公共事务问题的治理体制如何得以建立?本文梳理了与合作治理有关的研究和实践历程,在此基础上以A市围绕垃圾计量收费而开展的合作治理试验为案例。本文发现,尽管A市领导层和行政部门不遗余力搭建以多元参与为特征的合作治理架构,以推进围绕垃圾计量收费工作的合作治理试验,但程序化行政、分化的主体、建构的多元参与三个特征阻碍了合作治理架构的真正确立。本文提出,提升合作治理效果的关键在于行政体系的流程再造、社会群体的共识和代表机制的建立。How can a governance system that manages public affairs through pluralistic participation and full consultation be established?This paper reviews the research and practice process related to cooperative governance.The cooperative governance experiment carried out by City A around garbage charges is taken as a case study.Through the tracking investigation of the entire experiment,the authors found that although the leadership and administrative departments of City A spared no effort to build a structure of cooperative governance characterized by diversified participation to promote cooperative governance around garbage charges,the three characteristics of procedural administration,differentiated actors,and artificial pluralism hindered the real establishment of the structure of cooperative governance.This paper proposes that the key to improving the effectiveness of cooperative governance lies in the flow chart repatterning of the administrative system,the consensus of social groups and the establishment of a representative mechanism.
