摘　　要：水利建设基金是我国水利事业发展的主要资金来源之一,为实现水利资金合理配置、推进我国水利事业高质量发展,有必要对该基金的投入产出效益进行评估。文章以2011-2015年浙江省水利建设基金为研究对象,构建水利建设基金投入产出的评价指标体系,采用Z-Score标准化法处理数据,同时利用主客观结合的方法赋予其权重,最终计算出浙江省水利建设基金的投入产出效益。结果发现,水利建设基金在防洪、水电开发利用、灌溉除涝等3个项目中得分最高,而在水务、水土保持及生态、控制性枢纽工程和供水等4个项目中得分均小于0.1。研究结果可为评估水利资金效益提供参考,亦可为水利建设基金的使用与管理提供决策依据。Water construction fund is one of the main sources of funding for the development of the water sector of China.In order to achieve a rational allocation of water construction funds and promote the high-quality development of the water sector in China,it is necessary to evaluate the input-output effectiveness of this fund.Taking water construction fund of Zhejiang Province from 2011 to 2015 as the research object,the input-output evaluation index system of the fund was set up.The Z-Score standardization method was used to standardize each index,and a combination of subjective and objective methods was used to assign weights to them.Finally,the input and output effectiveness of Zhejiang water construction fund was calculated.The results show that the water construction fund produced the highest scores in three projects:flood control project,hydropower development and utilization project,and irrigation and flood control project;while the scores of water affairs project,water conservation and ecology project,control project and water supply project are all less than 0.1.The results serve to provide a reference for evaluating the effectiveness of water resources funds,and a basis for decision-making on the use and management of water construction funds.
