摘　　要：文章论述了读者决策采购模式的项目构建和规范化管理,提出完善读者决策采购项目化管理的保障措施,以求为读者决策采购模式应用提供参考。首先,基于项目管理的角度明确读者决策采购模式的构建目标、原则和总体框架;其次,在项目基本要素的基础上分析了读者决策采购的范围、组织结构和约束要素;最后,提出了读者决策采购的质量管理、成本管理、进度控制和人力资源管理的保障措施。研究读者决策采购模式构建并引入项目化管理可以提高读者决策采购应用的采购质量,强化成本管理和资源管理,促进国内读者决策采购的应用和推广。This paper discusses the project construction and standardized management of Patron-Driven Acquisitions and puts forward the safeguard measures to improve the Patron-Driven Acquisitions project management in order to provide reference suggestions for Patron-Driven Acquisitions application.Firstly,from the perspective of project management,the goal,principle and overall framework of Patron-Driven Acquisitions are defined.Secondly,based on the basic elements of the project,the scope,organizational structure and constraints of Patron-Driven Acquisitions are analyzed.Finally,the paper puts forward the guarantee measures of quality management,cost management,progress control and human resource management of Patron-Driven Acquisitions.Studying the construction of PatronDriven Acquisitions and introducing project-based management can improve the procurement quality and strengthen cost management and resource management of Patron-Driven Acquisitions application,upgrading the application and promotion of decision-making procurement for domestic readers.
