摘　　要：在社会经济发展进程中,人类对自然界的认知水平和深度不断提高和加深,对水的认识也同样如此。文章重新审视了水的属性,提出和分析了水属性的新特征和现实状况,在此基础上提出了水管理相关政策的启示。In the process of social and economic development,human s understanding of nature has been constantly improved and deepened,so has that of water.This paper further reflects on the attributes of water,analyzes new characteristics and current situation of water attributes,and puts forward some new enlightenment on water management policy.
