摘　　要：黄河流域水权交易活跃,开展黄河流域水权水市场发展情况评估,对于推进黄河流域生态保护和高质量发展非常必要。在参考碳排放权交易和澳大利亚墨累-达令流域水权交易市场评估指标基础上,建立了涵盖法律基础、交易前期准备等5个一级指标与13个二级指标的评估指标体系,评估了黄河流域水权市场发展总体情况。结果表明:黄河流域覆盖了区域、取水权和灌溉用水户水权等常规交易形式。交易标的日趋多元,已扩展至闲置水指标和非常规水指标水权交易。黄河流域水权确权工作基础扎实,流域水量分配执行情况较好,水权水市场行情相比其他流域大幅领先。流域层面法律法规建设略显滞后,现行法律法规市场调节机制体现度不足,缺少流域层面水权交易平台,交易信息披露及时性不足,以用水权为投资标的水金融产品设计仍有较大提升空间。Water rights trading in the Yellow River Basin is active.It is very necessary to carry out the assessment of the development of the water rights and water market in the Yellow River Basin,which is necessary to promote the ecological protection and high-quality development of the Yellow River Basin.Based on the assessment indicators of carbon emission trading and the water rights trading market in the Murray-Daring River Basin of Australia,an evaluation index system is established in this paper,covering 5 first-level indicators and 13 second-level indicators,including legal basis and pre-trading preparation.The overall situation of the development of the water rights market in the Yellow River Basin is evaluated using this system.The results show that common trading forms such as area-based trading,water intake rights trading and water rights trading of irrigation water users are all being carried out in the Yellow River Basin.Other forms of water rights trading such as idle water indicators and unconventional water indicators are also being carried out.The Yellow River Basin has a solid foundation of the confirmation of water rights,the implementation of water allocation in the basin is being put in place in an orderly manner,and the basin is seeing a sound operation of the water rights and water rights trading market.However,there are also challenges.The laws and regulations at the basin level is still lagging behind;the market regulation mechanism of the current laws and regulations is insufficient;the water rights trading platform at the basin level is lacking;the timeliness of transaction information disclosure is insufficient;and the design of water financial products with water rights as the investment targets still has much room for improvement.
