摘  要:政府和社会资本合作的PPP模式在我国城市地下综合管廊建设运营中发挥了极其重要的作用,为探究综合管廊PPP项目融资的关键风险因素,提出一种基于改进层次分析法(改进AHP)的关键风险因素识别方法。总结影响综合管廊PPP项目融资风险大小的因素,按照建设风险、运营风险、市场风险、合同风险、金融风险、政治风险、其他风险七大类风险分类建立风险因素汇总表,通过三标度法逐个对单一类别风险构建比较矩阵,计算各个风险因素权重值,并按照权重大小对风险因素进行筛选,最终得到19个主要的风险因素。本文提出的关键风险因素识别方法简单实用,可以为城市地下综合管廊PPP项目融资风险管理提供借鉴。The PPP mode of cooperation between government and social capital has played an extremely important role in the construction and operation of urban underground comprehensive pipeline in our country.In order to explore the key risk factors in the financing of the PPP project of utility tunnel,a method for identifying the key risk factors based on improved analytic hierarchy process(Improved AHP)is proposed.Summarize the factors that affect the financing risk of the comprehensive pipeline corridor PPP project,establish a summary table of risk factors according to the seven categories of risks:construction risk,operation risk,market risk,contract risk,financial risk,political risk and other risks,build a comparison matrix for single category of risks one by one through the three scale method,calculate the weight value of each risk factor,and screen the risk factors according to the weight value,Finally,19 major risk factors are obtained.The identification method of key risk factors proposed in this paper is simple and practical,which can provide reference for the financing risk management of urban underground comprehensive pipeline corridor PPP project.
