新建地方铁路电话系统建设问题解决方案与实践——以贵州省瓮马铁路为例

摘　　要：瓮马铁路是贵州省第一条按照PPP模式自建自营的地方铁路,独立于国铁自行运营,因与国铁维护界面划分问题,支撑铁路运营的各个系统在运行上存在一定的障碍,但在新设备新技术选型运用上具有一定的灵活性。瓮马铁路根据运营模式和实际情况,在电话系统建设上选择软交换系统这一新技术,国铁因考虑到既有设备维护成本以及设备兼容问题,未能大规模推广使用该技术。文章针对瓮马铁路电话系统建设方面存在的问题,研究瓮马铁路电话系统建设方案和软交换系统的运用、调试及开通情况,对今后新建的自建自营铁路具有一定的借鉴意义。Wengma Railway is the first self-built and self-operated local railway in Guizhou Province according to the PPP model.It is operated independently by China Railway.Due to the division of the maintenance interface with China Railway,there are certain obstacles in the operation of the various systems supporting the railway operation,but it has certain flexibility in the selection and application of new equipment and new technologies.According to the operation mode and actual situation,Wengma Railway chooses the new technology of soft switch system in the construction of telephone system.Considering the maintenance cost of existing equipment and the compatibility of equipment,China Railway fails to promote the use of this technology on a large scale.Aiming at the problems existing in the construction of Wengma railway telephone system,this paper studies the construction scheme of Wengma railway telephone system and the application,debugging and opening of soft switch system,which has certain reference significance for the new self-built and self-operated railways in the future.
