摘　　要：促进农地资源的高效配置对实现农业高质量发展推动乡村振兴具有重要意义。本文聚焦农地配置效率的变化,通过构建“结构—功能—效率”分析框架,以1979—2018年的省级面板数据为样本,研究农地产权结构如何影响农地资源配置效率。结果表明:①农地产权结构总体上显著影响农地资源的配置状况;②不同种类的农地权利对农地资源配置状况的影响存在显著差异;③农地转让权在农地资源配置中起着关键作用。据此,在农地产权制度改革中赋予农户完整的农地转让权是优化农地资源配置的关键。Promoting the efficient allocation of agricultural land resources is of great significance to achieve high-quality agricultural development and promote rural revitalization.This paper focuses on the changes in the efficiency of farmland allocation.By constructing a"structure-function-efficiency"analysis framework,the provincial panel data from 1979 to 2018 is used as a sample to study how the structure of farmland property rights affects the efficiency of farmland resource allocation.The results show that:(1)the structure of farmland property rights has a significant impact on the allocation of farmland resources;(2)there are significant differences in the impact of different types of farmland rights on the allocation of farmland resources;(3)the right to transfer farmland is It plays a key role in the allocation of agricultural land resources.Accordingly,giving farmers complete farmland transfer rights in the reform of the farmland property rights system is the key to optimizing the allocation of farmland resources.
