安徽省潜山市河长制探索堤顶民房退出的路径

摘　　要：受地理条件和历史原因影响,安徽省潜山市居住于圩畈区的村民形成在堤顶建房居住的习惯。当前堤顶民房的弊端和隐患愈发突显。潜山市以河长制为抓手,从河湖水域岸线划定、水法规学习培训、加强管理杜绝新建、规划引导减少存量、分类施策分期实施等方面,有序引导堤顶民房退出,取得了一定的成效。Due to the geographical conditions and historical reasons,the villagers lived in Weifan District of Qianshan City in Anhui Province have used to build houses on the top of embankments.Disadvantages and hidden dangers are found in these building nowadays.Under the implementation of river chief system,the city has provide guidance to the local people for removal of buildings,by means of delineation of shorelines of water bodies,education and training on laws and regulations,complete stop of new construction,making plans for the removal and carrying out implementation by stages,which has achieved effective results.
