摘　　要：基于新时代党的建设、国家发展和民族复兴的战略考量,党中央提出把思想政治工作作为治党治国的重要方式,把思想政治工作纳入国家治理体系范畴并赋予其“治理”新职能,为加强和改进新时代思想政治工作提出了新理念和新要求。提升基层思想政治工作质量和水平,就要着力加强企业、农村、机关、学校、社区、网络和各类群体的思想政治工作。坚持党的根本工作路线,依靠群众、服务群众、引导群众、教育群众,在队伍建设、方法革新和制度完善方面下功夫,把工作做细、做实、做深、做长,更好地凝聚基层群众的思想共识和政治认同,为国家发展和社会建设奠定坚实群众基础和制度保障,助力国家治理体系和治理能力现代化建设。Based on the strategy of Party building,national development and national rejuvenation in the new era,the CPC Central Committee proposes to take ideological and political work as an important way to govern the Party and the country,to incorporate it into the national governance system and to give it new functions of“governance”,which puts forward new ideas and requirements for strengthening and improving it in the new era.Ideological and political work in enterprises,rural areas,institutions,schools,communities,networks and various groups must be strengthened to improve the quality and level of ideological and political work at the grassroots level.It is necessary to adhere to the fundamental route of the Party,relying on,serving,guiding,and educating the masses,and to make efforts in team building,method innovation,and system improvement,doing the job carefully,practically,deeply and permanently,so as to achieve the ideological consensus and political recognition of the grassroots masses,to lay a solid mass foundation and institutional guarantee for national development and social construction,and to facilitate the modernization of the national governance system and governance capacity.
