摘　　要：公立医院是国家公共卫生应急管理体系建设中的重要支撑。西安交通大学第一附属医院通过实践分析应对重大突发公共卫生事件时“一院多区”发展模式在体系建设、保障机制等方面面临的机遇与挑战,以期为提升公立医院突发公共卫生事件综合处置能力,推动公立医院高质量发展提供借鉴。Public hospitals are an important support in the construction of the national public health emergency management system.Through practice,the First Affiliated Hospital of Xi'an Jiaotong University analyzed the opportunities and challenges faced by the"one hospital,multiple districts"development mode in dealing with major public health emergencies in terms of system construction and guarantee mechanism,so as to provide reference for improving the comprehensive handling capacity of public health emergencies in public hospitals and promoting the high-quality development of public hospitals.
