旅游资源普查地方标准比较研究 ——以四川、江苏、浙江三省旅游资源普查标准为例

摘　　要：运用旅游资源相关理论,结合旅游资源标准制定与实施的实践,通过系统分析四川、江苏、浙江三省旅游资源普查地方标准,并将三省地方标准与国家标准《旅游资源分类、调查与评价》(GB/T 18972-2017)进行比较,发现地方标准在文旅融合、实用性、地方特色以及数字化等方面都有较大程度的革新,但是在资源分类及评价方面创新不足。国家标准的修订以及地方标准的制定与资源普查工作,应加强国家标准与地方标准之间、标准与学术研究之间的对话,密切关注行业发展趋势,策应国家发展战略,注重科学技术成果的应用,从而不断提升资源普查工作的科学性,更好地服务于旅游业高质量发展。Based on the theories related to tourism resources and the practice of formulating and implementing tourism resource standards,this paper systematically analyzed the local standards of tourism resources census in Sichuan,Zhejiang and Jiangsu provinces,and compared the local standards of the three provinces with the national standard“Classification,Investigation and Evaluation of Tourism Resources”(GB/T 18972-2017).It is found that the local standards have a great degree of innovation in the aspects of cultural and tourism integration,practicality,local characteristics and digitalization,but the innovation is insufficient in the aspects of resource classification and evaluation.Revision of the national standards and local standards and resource census work,should strengthen the national institute of standards and local standards,standards between academic research and dialogue,pay close attention to industry development trends,the coordination of the national development strategy,pay attention to the application of scientific and technological achievements,thus improving resources census work more scientific,better serve the high-quality tourism development.
