国外文献信息供应商巨头并购的特征、影响与对策分析

摘　　要：近年来,国外文献信息供应商巨头的并购活动愈演愈烈,为其塑造行业格局、加强话语权起到了关键作用,也给图书馆文献信息资源建设带来了深远的影响。文章分析了国外文献供应商并购的战略目的,指出争夺市场份额、增强竞争力始终是供应商并购背后的基本逻辑,并对Elsevier等7大文献信息供应商巨头近年来的并购活动进行考察,分析其中所呈现的4大特征:频率高、规模大,跨界尺度大,信息与情报服务领域成为热点,以及面向终端用户布局。文章探讨了文献信息供应商巨头并购给图书馆文献信息资源建设与服务带来的不利影响,如价格上涨、信息服务封锁、多样性减少、权力失控与让渡、数据安全隐患等,建议在改进馆藏策略与资源共享服务、加强谈判能力、转变采购模式、探索合理的开放获取实施路径,以及推进开放学术基础设施建设等方面,图书馆界与其他利益相关者共同付诸努力以应对潜在危机。In recent years,the Merger and Acquisition(M&A)activities of foreign document and information suppliers,which have played a key role in shaping the industry structure and strengthening the discourse authority,have become more and more intense.These activities are also bringing a far-reaching impact on the development of library document and information resources.This paper analyzes the purpose of M&A of foreign literature supplier giants,and points out that competing for market share and enhancing competitiveness are the basic logic behind M&A.The M&A activities of seven major supplier giants including Elsevier in recent years are observed,and several characteristics of M&A activities,such as high frequency and large scale,large cross-border scale,hot spots in the field of information and intelligence services,and end-user-oriented layout,are described.The unfavorable effects of M&A are mainly reflected in price increases,blockades of information services,reduced diversity,transfer of power,data security risks,etc.It is suggested that the library and other communities of interest should work together to deal with the potential crisis in improving collection strategies and sharing services,strengthening negotiation capabilities,transforming procurement modes,exploring reasonable open access implementation paths,and promoting the construction of open academic infrastructure.
