摘　　要：村民自治的源起,是乡村基层治理创新的产物。如今,村民自治已走过四十余年,乡村社会虽经历巨变,但创新精神始终如一。近年来,村民自治发源地广西宜州稳步推进区级、乡镇、村屯多级治理单元的协调联动,形成了区委领导、部门统筹、乡镇保障、村屯探索、群众参与的基层治理体系,充分发挥组织优势、资源优势、能力优势的叠加组合效应,在三治融合的基础上打造出以系统型自治的基本模式为主轴,以内生和外延的特色发展模式为两翼的乡村治理新格局,分别形成了党领民办自治模式、村屯联动共治模式、“大党委+网格化”服务治理模式、老人协会参与治理模式、党群合力联防自治模式、公共空间协商共治模式、乡贤助力参与治理模式、文化产业融合治理模式等八种村民自治新模式,领路村民自治在建党百年和乡村振兴背景下推进乡村基层治理现代化。乡村基层治理要素优势叠加和村民自治创新经验拓展,提出了迈向成熟的系统型自治新课题,以及优化的新策略和新路径。The origin of rural-based self-governance is a product of rural grassroots governance innovation.Now,after more than 40 years,although the rural society has undergone great changes,the spirit of innovation has remained the same.In recent years,Yizhou,the birthplace of rural-based self-government in Guangxi,has steadily promoted the coordination and linkage of governance units at the district,township and village levels,formed a grassroots governance system led by the district party commit‐tee,coordinated by district-level departments,supported by townships,explored by villages,participated in by the public,which fully demonstrates the superimposed combination effect of organizational advantage,resource advantage and capability advantage.It creates a new pattern of rural governance based on the integration of self-governance,moral governance and rule of law with the basic model of systemic self-governance as the main axis and the characteristic development model of endogenous and outgrowth as the two wings,forming eight new models of rural-based self-governance respectively,leading rural-based self-governance to promoting the modernization of rural grassroots governance.The overlapping of the advantages of the elements of rural grassroots governance and the expansion of the innovative experience of rural-based self-governance have presented new tasks of moving towards a mature systemic self-governance,as well as exploring new strategies and paths for optimization.
