从产业扶贫到产业振兴:政策转向与实践困境——基于D村脱贫产业的考察

摘　　要：本研究聚焦于产业扶贫与产业振兴有机衔接这一时代性主题,理论分析了产业政策的调整方向,并基于对沂蒙山区D村的考察,揭示了在衔接背景下脱贫产业面临的实践困境。研究发现,在脱贫攻坚阶段产业扶贫取得了突出成效,为脱贫地区实现产业振兴奠定了基础。但由于产业扶贫与产业振兴存在差异,要实现二者有机衔接,一方面需要在顶层设计上,对产业政策的发展目标、作用对象以及路径策略进行及时调整;另一方面需要破解脱贫产业在实践中面临的产品销售困难、普通农户参与积极性有限、脱贫人口自主发展产业的能力不足、扶植政策缺乏连续性以及后续管理薄弱等困境。对此,围绕推动脱贫产业提质升级、丰富脱贫村产业结构、培育内生动力以及加强脱贫资产管理等方面提出了具体建议。This paper focuses on the contemporary theme of organic alignment between industrial poverty alleviation and industrial vitalization,theoretically analyzes the adjustment direction of industrial policies,and reveals the practical dilemmas faced by poverty-alleviation industries based on the investigation of Village D in the Yimeng Mountain area.The study finds that industrial poverty alleviation has achieved outstanding results in the stage of poverty alleviation and laid the foundation for industrial vitalization in poverty-alleviation areas.However,due to the differences between industrial poverty alleviation and industrial vitalization,in order to realize the organic alignment of the two,on the one hand,it is necessary to make timely adjustments to the development objectives,targets and path strategies of industrial policies in the top-level design;on the other hand,it is necessary to solve the dilemmas faced by the anti-poverty industries in practice,such as difficulties in product sales,limited enthusiasm of ordinary farmers to participate,insufficient capacity of the anti-poverty population to develop industries on their own,lack of continuity of support policies,and weak follow-up management.In this regard,this paper puts forward specific suggestions on promoting the quality and upgrading of poverty alleviation industries,enriching the industrial structure of poverty alleviation villages,cultivating endogenous power,and strengthening poverty alleviation asset management.
