摘　　要：基于我国石油资源合理开发利用“三率”最低指标要求,总结石油资源合理开发利用“三率”(原油采收率、原油回收率和共伴生资源综合利用率)评价方法与取得的效果,提出改进石油资源合理开发利用评价指标体系。从指标合理性、适用性和可操作性等方面考虑,根据油田实际情况综合分析评价,建议采用采收率、商品率、储量动用率3个指标作为开发利用评价的基本指标,将共伴生资源综合利用率作为开发利用评价的备选指标,原油回收率难以准确计算,不作为开发利用评价指标。对于石油资源合理开发利用评价和管理工作,建议从规范评价指标和评价方法、加强评价组织和管理、细化评价指标、改进和完善计算方法、分类界限标准动态调整等方面合理化修正。Based on the minimum requirements on the indexes of the“three rates”for rational development and utilization of petroleum resources in China,this paper summarizes the methods for evaluating the“three rates”(crude production rate,crude recovery rate,and comprehensive utilization rate of associated resources)for the reasonable development and utilization of petroleum resources,as well as the results obtained in this area.It offers to improve the assessment indexes system for appropriate petroleum resource development and utilization.Taking into account the rationality,adaptability,and operability of the indexes,and based on a comprehensive analysis and evaluation of actual cases in oilfields,this paper proposes adopting the three indexes of recovery rate,commodity rate,and producing degree of reserves as the fundamental evaluation indexes of development and utilization.As an alternate indicator of development and utilization,the comprehensive utilization rate of associated resources is used.The crude recovery rate is not used as the development and utilization evaluation metric since it is difficult to quantify precisely.As for evaluating and managing reasonable development and utilization of petroleum resources,this paper proposes several reasonable revisions in areas such as standardizing the evaluation indexes and evaluation methods,enhancing organization and management of evaluation,identifying the indexes in detail,enhancing and refining the calculation methods,and dynamically adjusting the classification boundary standards.
