“双碳”背景下黄河流域热电行业效率评价及影响因素研究

摘  要:以“双碳”目标为背景,基于黄河流域9省2004—2019年热电行业的投入产出面板数据,运用SBM超效率模型和Malmquist指数模型测算其静态与动态效率,并利用Tobit回归模型探析其影响因素。研究结果表明:整体上,黄河流域热电行业综合效率稳步上升,但上、中、下游间发展失衡,各省水平参差不齐;研究期内技术效率是热电行业综合效率提升的主要驱动力;经济水平提升和产业结构优化能够有效提升黄河流域热电行业的全要素生产率,而城市化进程过快和过度依赖政府支持会抑制全要素生产率的增长。最后,提出加强区域间沟通交流、补齐创新驱动短板、优化产业结构、合理控制城市化进程和适度依靠政府支持等建议。Taking the“double carbon”target as the background,based on the input-output panel data of thermal power industry in 9 provinces of the Yellow River Basin from 2004 to 2019,SBM super efficiency model and Malmquist index model are used to calculate its static and dynamic efficiency,and Tobit regression model is used to analyze its influencing factors.The results show that:on the whole,the comprehensive efficiency of the thermal power industry in the Yellow River Basin has increased steadily,but the development of the upper,middle and lower reaches is unbalanced,and the level of each province is uneven;During the research period,technical efficiency is the main driving force to improve the comprehensive efficiency of the thermal power industry;The improvement of economic level and the optimization of industrial structure can effectively improve the total factor productivity of the thermal power industry in the Yellow River Basin,while the rapid urbanization process and excessive reliance on government support will inhibit the growth of total factor productivity.Finally,it puts forward some suggestions,such as strengthening inter regional communication and exchange,supplementing innovation driven weaknesses,optimizing industrial structure,reasonably controlling the process of urbanization and appropriately relying on government support.
