数字欧元的提出及其前景预测

摘　　要：在欧洲公众的支付偏好发生变化、欧洲支付市场的竞争力需要提升、欧洲经济的数字化和自主性不足等背景下,欧元体系开始积极推进数字欧元的研发工作。在欧元体系的初步设想中,数字欧元是一种欧元体系的负债,它将作为欧元的数字表现形式主要用于零售支付,可以分为基于代币的离线数字欧元和基于账户的在线数字欧元两种类型。为了保证数字欧元的发行可以继续保持公众对欧元体系的信任,数字欧元需要具备私密性、安全性和可用性等功能,欧元体系也相应地在后端基础设施和终端用户解决方案等方面提供了设计思路。数字欧元的发行与货币政策传导、金融稳定和国际货币体系运作等具有广泛的相关性,总体来看其预期效果可观、消极影响显著、发展前路漫长。面对数字欧元的提出及发展,中国应借鉴欧盟相关的制度并加强货币合作、打造国际化的数字人民币、参与央行数字货币国际规则的制定。Under the background of the changing payment preferences of the European public,the need to improve the competitiveness of the European payment market,and the lack of digitization and autonomy of the European economy,the eurosystem began to actively promote the research and development of digital euro.In the preliminary assumption of the eurosystem,digital euro is a liability of the eurosystem.It will be mainly used for retail payment as the digital expression of euro.It can be divided into two types:offline digital euro based on token and online digital euro based on account.In order to ensure that the issuance of digital euro can continue to maintain the public’s trust in the eurosystem,digital euro needs to have functions such as privacy,security and usability.The eurosystem also provides design ideas in terms of back-end infrastructure and end-user access solutions.The issuance of digital euro is widely related to monetary policy transmission,financial stability and the operation of the international monetary system.On the whole,its expected effect is considerable,the negative impact is significant and the development road is long.Facing the proposal and development of the digital euro,China should learn from the relevant systems of the European Union,strengthen monetary cooperation,create an international e-CNY,and participate in the formulation of the international rules of the central bank digital currency.
