摘　　要：随着全球化深入发展、国际分工格局重构和地缘政治经济格局持续变化,全球掀起了新一轮产业转移浪潮,中国成为全球产业转移中的重要节点。尤其是,在中美经贸摩擦叠加国内要素成本上升、中国产业结构进入调整升级期以及新冠肺炎疫情反复的背景下,中国产业对外转移成为经济发展的必然趋势。因此,如何应对产业对外转移的阵痛期,保证产业对外转移风险可控,是实现中国未来经济行稳致远的重要课题。文章通过系统梳理中国产业对外转移的基本特征,分析其存在的主要问题,并在此基础上提出应对建议,以期为保障产业链安全和实现产业转型升级提供借鉴,实现中国产业转移的自主可控性、合法合规性和主动布局性,培育更多产业链整合者,建成社会主义现代化经济体系,提升国家产业链供应链的竞争力、控制力、安全力,推动全球经济治理体系和治理能力现代化。With the further development of globalization,the restructuring of the international division of labor,and the continuous change of the geopolitical and economic patterns,a new round of industrial transfer has been set off in the world,and China has become an important node in the global industrial transfer.In particular,under the background of Sino-US trade frictions superimposed on the rise of domestic factor costs,China's industrial structure entering the adjustment period and the repeated COVID-19 epidemic,the outward transfer of Chinese industry is an inevitable trend of economic development.Therefore,how to cope with the painful period of industrial outward transfer and ensure that the risks of industrial outward transfer can be controlled is an important issue to realize the stability and long-term development of China's future economy.This paper systematically combs the basic charac-teristics of China's industrial transfer to the outside world,analyzes its main problems,and puts forward counter-measures and suggestions on this basis,so as to provide references for ensuring the safety of the industrial chain and to realize industrial transformation and upgrading,to ensure the independent controllability,legal compliance and active layout of industrial transfer,to cultivate more industrial chain integrators,to build a socialist modern economic system,to enhance the competitiveness,controlling force and security of the national industrial chain&supply chain,and the end to promote the modernization of the governance capacity of the global economic governance system.
