上海大都市圈城际铁路与市域(郊)铁路融合发展

摘　　要：促进都市圈城际铁路与市域(郊)铁路网络融合是应对都市圈内部交往需求日益紧密的重要措施。从探讨上海大都市圈在两网融合的规划、建设、设计、运营过程中难以协调的问题出发,通过分析借鉴东京首都圈私铁建设运营模式,提出上海大都市圈内两网融合发展模式。网络布局层面,“干线融合、次级延伸、分区织补”的都市圈轨道交通网络布局模式更适应上海大都市圈内部多元化的城际出行需求;机构建设模式层面,组建都市圈轨道交通实体公司,自上而下统筹规划、建设和运营是实现网络化运营的关键;运营管理层面,以公交化与快慢线运营模式保障两网竞争力。最后指出,要以两网融合发展为前提,构建形态合理、运营灵活的都市圈轨道交通网络,服务都市圈以及市域内部多元化的联系需求。The integration of intercity railway network and urban(suburban)railway network is an important measure that addresses the growing demand for improved internal coordination in metropolitan areas.Focusing on coordinated planning,construction,design and operation of the integration of intercity railways and urban(suburban)railways in the Shanghai Metropolitan Area,this paper analyzes the construction and operation mode of private railways in the Tokyo Metropolitan Area and proposes a development mode of two-network integration in the Shanghai Metropolitan Area.At the rail transit network level,the paper proposes an arrangement pattern featuring“integration of railway corridors,secondary extension,and supplementation by region”in the metropolitan area to adapt to the diversified intercity mobility demand within the Shanghai Metropolitan Area.At the institution construction level,it is crucial to establish rail transit corporations in the metropolitan area and promote systematic top-down planning,construction and operation.At the operation and management level,it is necessary to retain competitiveness of the two networks via operation of bus transit and high/regular-speed railway lines.Finally,the paper concludes that the integrated development of the two networks should serve as the basis to build a reasonable rail transit network with flexible operation and to meet the demand of diversified connection in the metropolitan area.
