摘　　要：面对城市轨道交通的快速发展,如何通过有效的政策和体制与机制创新,加快推动城市轨道交通绿色发展和人民绿色生活方式的形成是当前面临的关键问题。结合城市轨道交通绿色发展成效回顾,分析城市轨道交通绿色发展存在的问题。提出应理顺城市轨道交通建设及其绿色发展的有关体制与机制、加强城市轨道交通绿色发展的规划引领、加快制定全国统一的城市轨道交通建设及其绿色发展的标准和认证体系,并给予促进城市轨道交通建设的财税、投融资、产业等支持政策在当前城市轨道交通进入大规模建设和精细化提升并举的发展阶段,推动其绿色、高质量发展的针对性解决策略与措施势在必行。With the rapid development of urban rail transit,promoting a green development of urban rail transit and forming a green lifestyle through effective policies and systematic mechanism innovation become critical issues.Based on a review of past achievements in green development of urban rail transit,this paper presents analysis of the current green development problems associated with urban rail transit.The paper proposes policy recommendations to rationalize systems and mechanisms for the construction and green development of urban rail transit,improve the planning guidance for green development of urban rail transit,and accelerate the formulation of nationally unified standards and authentication systems for the construction and green development of urban rail transit.The paper also highlights support policies in terms of finance and tax,investment and financing,and industrialization for urban rail transit development.Finally,the paper proposes targeted solutions and measures for enhancing green development of urban rail transit at the full-cycle,whole-chain,and total-factor level.
