基于健康街道理念的步行和自行车交通提升策略——以北京市王府井地区为例

摘　　要：城市步行和自行车交通环境不断恶化,导致人们使用步行和自行车出行的意愿降低,加剧了交通拥堵、空气和噪声污染等一系列问题。为应对后疫情时代公共健康的诉求,引导人们采用步行和自行车交通改善身体和心理健康,提出从健康街道的视角改善步行和自行车交通系统。首先,对健康街道方法进行解读,重新认识后疫情时代的步行和自行车交通系统。其次,以王府井地区为例,采用健康街道方法对街道现状进行主观评价和客观评估。最后,提出打造健康街道示范区的目标和策略,并对改善方案进行后评估。步行和自行车交通系统在以往改善空间设施的基础上,要更强调环境品质的提升;在关注通行功能的基础上,要更强调场所功能的营造;在关注步行和自行车系统自身的基础上,要更强调多交通系统的协调。The deterioration of urban pedestrian and bicycle environment has led to the reduction of people's willingness to travel by foot or bicycle,and aggravated a series of problems,such as traffic congestion,air and noise pollution.In order to respond to the demands of public health in the post COVID-19 era,and guide people to improve their physical and psychological health by walking and cycling,this paper aims to improve the walking and cycling transportation system from the perspective of healthy streets.First,the paper discusses the healthy streets approach and re-recognizes the walking and cycling transportation system in the post COVID-19 era.Second,taking Wangfujing area as an example,the healthy streets approach is used to evaluate the current situation of streets subjectively and objectively.Finally,the paper proposes the objectives and strategies for building healthy street demonstration areas and carries out the post-evaluation of the improvement plan.On the basis of improving space facilities in the past,the walking and cycling transportation system should pay more attention to improving environmental quality.With the focus on the transportation function,more attention should be paid to the construction of a space function.As attention is given to the walking and cycling transportation system,more emphasis should be placed on the coordination of multiple transportation systems.
