贸易开放、投资开放与区域绿色生态效率——基于中国“一带一路”沿线省域的实证分析

摘　　要：基于超效率SBM模型测度出中国“一带一路”沿线17个省份2003—2018年绿色生态效率,然后构建动态面板模型实证探究对外开放和绿色生态效率之间的关系,并用脉冲响应函数探寻长期内对外开放对绿色生态效率的动态冲击效应与延续模式。结果表明:贸易开放、投资开放与绿色生态效率分别存在“U”型及倒“U”型关系,两者关联效应提升了绿色生态效率。长期内贸易开放对绿色生态效率的动态冲击为正且延续性较强,投资开放对绿色生态效率产生了负向冲击作用,二者关联效应能够对绿色生态效率产生正向冲击但其后期延续性较弱。基于此,在继续扩大开放基础上需要通过调整开放方向、结构提升开放质量实现绿色发展。Based on the super-efficiency SBM model,this paper measures the green ecological efficiency of 17 provinces along China’s “Belt and Road Initiative” from 2003 to 2018,and then constructs a dynamic panel model to empirically explore the relationship between opening to the outside world and green ecological efficiency,and uses impulse response function to explore the dynamic impact effect and continuation model of long-term opening to the outside world on green ecological efficiency.The results show that there are U-shaped and inverted U-shaped relationships among trade opening,investment opening and green ecological efficiency,respectively,and the correlation effect between them improves the green ecological efficiency.In the long run,the dynamic impact of trade opening on green ecological efficiency is positive and continuous,while investment opening has a negative impact on green ecological efficiency.The correlation effect can have a positive impact on green ecological efficiency,but its continuity is weak in the later stage.In the basis of continuing to expand opening up,it is necessary to adjust the direction of opening up and improve the quality of opening up to achieve green development.
