摘　　要：突发事件的发生往往给人们带来生命、财产的巨大损失。损失的产生是由于人类生存领域的不完善。不完善产生的原因是处置突发事件的“过”与“不及”。突发事件处置总是与危险性相伴随,面对危险,单一的勇于奉献与牺牲或珍惜应急处置者的生命的维度,都是不足的。忠于党和人民带来的激情,基于理性带来的科学,以及决定何者为重的价值,这三者结合,并注重保持三者的张力与平衡,应是处置突发事件的既不“过”也不“不及”的“致中和”的态度。只要在突发事件处置前、处置中,“致中和”,人民群众和突发事件处置者的生命和财产安全才能得到最大程度的维护。The occurrence of emergencies often brings great loss of life and property to people.Losses arise because of imperfections in the field of human existence.Imperfections result from “going beyond” or “falling short” in emergency handling,which is always accompanied by danger;however,only brave dedication and sacrifice or cherish the life is insufficient in the face of danger.For addressing “going beyond”or “falling short” in emergency handling,the attitude of “being moderate” should the passion of being loyal to the Party and the people,the science based on reasoning,and the value of deciding what matters.The three aspects should be connected and keep tension and balance.Only “being moderate” before and in emergency handling can be maintained to the greatest extent the safety of the lives and property of the public and the people handling emergencies.
