适度普惠还是适度积极?——论共同富裕背景下福利政策的发展

摘　　要：适度普惠社会福利是学术界对中国社会福利政策的重要阐释,也是对中国社会福利未来发展的设计。在共同富裕时代背景下,需要对这一模式的价值、假设、理论进行回顾,反思其时代的适用性以及可能的转向。研究发现,适度普惠在价值选择上存在商榷的空间,而发展主义话语导致的低水平福利供给的政策选择,可能已经不再适用于共同富裕的大时代背景。应当推动社会福利向适度积极的社会福利方向转变,并在这一过程中基于专业优势,充分发挥社会工作专业在建设社会环境中的作用,融入共同富裕大局。The moderately universalist social policy has been an important and popular claim in the academic circle of public policy studies, and actually a plan or design for the policy’s future evolution. In the background of common prosperity, it is reasonable to review and reflect on its value orientation, assumptions and theories on which the claim was made. It is found that there is certain room for negotiation concerning its value orientation, and that an insufficient welfare supply caused by a discourse of developmentalism could not meet the demands in a common prosperity epoch. A policy shift from moderately universalist to a more or less positive welfare policy should be advocated. Simultaneously social work as a helping profession should consciously make the best use of its occupational advantage and contribute itself to the making of a common prosperous society.
