乡村振兴视角下探析农村“两委”“一肩挑”体制建设

摘　　要：农村“两委”“一肩挑”体制建设是我国推进乡村振兴进程和提高乡村社会治理能力的必要举措。而加强农村“两委”“一肩挑”体制建设基于三个现实需要:一是有助于加强党在基层的领导;二是提高村民自治的能力;三是提升乡村治理能力和水平的重要途径。目前“一肩挑”体制建设也面临着制度执行困难、监督体制不完善、乡村人才不足等问题。为此,加强“一肩挑”体制建设就要加强党组织建设提高执行能力、完善监督机制合理约束权力、健全选人用人机制优化干部队伍等措施。"The two committees of The village""One shoulder carries"institutional construction,is a necessary measure to promote the process of rural revitalization and improve the governance capacity of rural society in China.Strengthening the construction of rural"two committees"and"One shoulder carries"system is based on three practical needs:First,it helps s trengthen the party’s leadership at the grass-roots level.Second,improve the villages’ability of self-government;Third,it is an important way to improve the capacity and level of rural governance.At present,"One shoulder carries"system construction is also facing problems such as difficulty in system implementation,imperfect supervision system,lack of rural talents and so on.
